Subject: Procedures for the Transport of Air Cargo to the Centralized Examination Station
The purpose of this Public Bulletin is to announce the procedure for the transfer of cargo for enforcement and trade examination to the Centralized Examination Station (CES) at the Los Angeles International Airport (LAX).
CBP is charged with determining the risk of the imported air cargo, inspecting shipments to adjudicate any threats, and ensuring compliance with federal laws and regulations. Up until now, CBP has traveled to air cargo warehouses to perform these inspections. The increase in air cargo imported through LAX requires that CBP change this procedure as it is both an inefficient use of resources and is not conducive to safe and effective examinations.
On September 16, 2021, the Port Director announced the final selection of the following CES facility for LAX:

Shipments placed on hold for the CBP Agriculture examination will continue to be examined at the carrier’s facility or at a facility with a signed compliance agreement.
Carriers, freight forwarders, and container freight stations (CFS) are reminded that “Manifest Hold” notifications take precedence over any other release documents until the CBP hold is removed. This includes entry/delivery authorization documents, or any in-bond movements. Transfers to the CES should be prioritized by carriers, freight forwarders, and CFS.
Shipments with a manifest hold will be picked up and transferred to the CES by the CES Operator. Shipments with an intensive hold will be transferred to the CES under the importer’s

continuous bond utilizing a trucker selected by the broker/importer. Entries with a single transaction bond must be moved by a bonded trucker selected by the broker/importer. The
shipments can be moved by any trucking company under a CBP bond, including the airlines or the CES operator.
It is the responsibility of the carriers, freight forwarders, and CFS to implement procedures to view /process all electronic notifications.
For example, if an enforcement examination is required at the CES, instructions directing the carriers, freight forwarders, and CFS to release the shipment for transport to the enforcement CES will be annotated in the cargo indicator code “ENFCES” on the first line of the Public Remarks section. The second line in the message will reference the air waybill number, the letters “AT CET,” and the name of the party authorized to receive and transport the shipment to the CES.
Currently, the message will read “CUSTOMS SPECIALIZED SERVICES.” a Trade examination is required at the CES, and instructions directing the carriers, freight forwarders, and CFS to release the shipment for transport to the CES will be annotated with the indicator code TCCES on the first line of the Public Remarks Section.
For shipments pending intensive examination, Selectivity will use the public notes section in the Automated Commercial Environment (ACE) to notify the broker of the need to transfer the shipment to the CES. Indicator code TCCES will be annotated on the first line of the public remarks section of the Cargo Release message.
Carriers, freight forwarders, CFS, and brokers will contact the CES Operator at 310-846-5032 or 310-216 -7593 to schedule an exam pick-up and/or drop-off appointment.
Once an appointment is made, the shipment will be moved on a signed delivery ticket (CBP Form 6043) from the carrier, freight forwarder, and CFS facility to the CES where the examination will take place. Holds will be removed after examinations. Exam payments shall be coordinated with the CES before pick up.
Authorizing Electronic Delivery Tickets
The importer/broker must submit a completed CBP Form 6043 to the CBP MET at laxmet (a),cbp.dhs.gov. The email subject line should read “Delivery Ticket” along with the Air waybill number and/or Entry number of the shipment requested to be moved.
SubJect Delivery Ticket (airway bill number )
For split shipments, the subject line should indicate “SPLIT” and the respective part requested to be moved (ex. Part A, Part B, Part C, etc).
Only one delivery ticket per email will be accepted.
The CBP Form 6043 must include the following information for approval:
- Airway bill number
- Entry number
- FIRMS code for the receiving warehouse
- Total carton count for the shipment (the documents must match, For example, one pallet loaded with 100 boxes would be reported with a quantity of I00.
- All split shipments must be indicated on the document
Delivery ticket requests will be rejected for the following:
- Incorrect or no data in ACE
- Invalid information such as a FIRMS code or bond number
- Requested more than four hours before the shipment arrival
CBP will reply to the email request with a shipment movement authorization. Paper delivery tickets will be signed by a CBP officer and returned to the broker for presentation to the carrier, freight forwarder or CFS. Please allow one hour for CBP to process the request before sending a follow-up email to check on the status of the request.
Carriers, freight forwarders, and the CFS will know that the Electronic Delivery Tickets are authorized when they see an” IF” transfer for exam authorization by CBP in their respective ACE eManifest. Paper delivery tickets can be presented to the CBP Counter for signatures.
