What is the CBP Importer Security Filing (ISF) Program? Also Known as “10+2”

The Importer Security Filing initiative from CBP requires importers to provide additional advance trade data to CBP.

All import cargo (including FTZ and IT) needs to provide ISF (10) data elements.

● Consignee Number (IRS #, SSN, Passport)
● Seller Name & Address
● Buyer Name & Address
● Ship to Party
● Manufacturer (Supplier) Name & Address
● Country of Origin
● Commodity HTS (6-digit level)
● Container Stuffing Location (Flexible Timing up to 24 hours before arrival)
● Consolidator Name & Address (Flexible Timing up to 24 hours before arrival)
All transit cargo (FROB, IE, TE) require the filing of ISF (5) data elements
● Booking Party Name & Address
● Ship to Party
● Commodity HTS (6-digit level)
● Foreign Port of Unlading
● Place of Delivery

ISF “10+2” Best Practices

  • One ISF Importer per Filing
  • One Importer or Record per Filing
  • ISF Filing must be part of the same shipment
  • ISF must be arriving on the same vessel/voyage
  • ISFs are to be submitted at the “lowest” bill of lading level that was submitted in ACE Ocean

Who Can File ISF (Importer Security Filing)?

What are ISF Flexible Filing Options?

Flexible Range (FR)

A range of data for the Manufacturer, and/or Ship To Party, and/or Country of Origin, and/or Commodity HTSUS number has been provided. In these cases, the ISF must be updated as soon as better information becomes available, but no later than 24 hours prior to arrival.

Flexible Timing (FT)

The Consolidator Name/Address) and/or the Stuffing Location) has not been provided. The ISF must be updated as soon as that information becomes available, but no later than 24 hours prior to arrival.

Flexible Range and Flexible Timing (FX)

A range of data as described in FR has been provided and the Consolidator Name/Address) and/or the Stuffing Location) have not been provided. The ISF must be updated as soon as better information becomes available, but in any event no later than 24 hours prior to arrival.

Frequently Asked Questions

Importer Security Filing (ISF 10+2) is a CBP requirement that requires importers to submit 10 specific data elements before ocean cargo is loaded for the United States.

The importer of record is ultimately responsible for ISF compliance, even when a broker or authorized agent submits the filing.
