The ACI eHBL system requires the submission of
specific message types to ensure compliance
with CBSA regulations. These messages are
critical for the successful processing of
consolidated shipments.
This message is used to submit detailed information about individual shipments within a consolidated load. It includes data such as the shipper, consignee, description of goods, and shipment value.
This message indicates that all house bills within a consolidated shipment have been submitted and the consolidation is complete. It signals to CBSA that the shipment is ready for customs processing.

What your house bill filings need to meet CBSA rules.
Freight forwarders need a valid CBSA-issued carrier code to transmit house bills, close messages, and supplementary reports.
House bills and close messages must reach CBSA before each mode’s cut-off, and can be sent up to 90 days before arrival. Marine cargo loaded in the U.S. is due 24 hours before arrival; for flights under 4 hours, ACI filing is due by departure.
Electronic house bills are required for all consolidated and in-transit shipments, including back-to-back and buyer’s consolidation shipments.
Failing to submit ACI eHBL accurately and within the specified timeframes can
result in significant penalties, including delays, fines, and potential legal
action.
