Cbp User Fee Increases Type 11 Entry Updates Effective October 2025 1

U.S. Customs and Border Protection has launched a new Forced Labor Portal that centralizes the submission process for review requests related to shipments detained or excluded under forced labor enforcement actions.

Effective January 21, 2026, use of this portal is mandatory for the following review types:

  • Withhold Release Order/Finding admissibility reviews
  • Uyghur Forced Labor Prevention Act (UFLPA) applicability reviews
  • UFLPA requests for exception
  • Countering America’s Adversaries Through Sanctions Act (CAATSA) exception requests
