Entry Type 86 is a voluntary entry type for the filing and electronic release of eCommerce shipments that qualify under CBP’s de minimis (less than $800) also known as Section 321 shipments. Shipments eligible for Entry Type 86 will not be subject to duties and taxes. It can be used by any mode of transport and includes use for release if there are PGA (Participating Government Agencies) requirements.
Growing number of participants are clearing the Section 321 shipments using Entry Type 86 due to the following benefits:

The POA is a required document between the importer or nominal consignee and the customs broker. The nominal consignee is usually the party who will sign the POA. A nominal consignee is the party representing the exporter, importer or consolidator of the cargo. There is no such requirement for the customs broker to collect a POA from every individual consignee
The IOR can be the consignee name and address instead of the IRS number. The IOR number is mandatory depending on relevant Partner Government Agency requirements.
Any PGA regulated commodity that is required to have PGA data submitted to CBP is eligible for entry Type 86. But any PGA controlled merchandise that necessitates fee collection will not qualify. Also, any goods that are subject to countervailing duty/anti-dumping, certain alcohol, and tobacco products, and goods that are subject to quotas cannot be filed under entry type 86.
Yes, filers can make corrections/modifications to their filings or cancel them altogether before release. However, a Post Summary Correction is impossible with Type 86.
Pricing is per transaction sent to CBP on a monthly basis. Responses received by CBP and sending updates or deletes to CBP are not charged. Type 86 counts as a transaction. Download ABI LOI below and email the completed form to info@customscity.com
